We have helped organisations with their stakeholder engagement programmes for over 50 years. We are also specialists in helping public policy-makers fulfil their requirement to engage with the public and stakeholders, in order to strengthen our democracy and improve service delivery. We provide a full suite of consultation and communication services.
Our approach to consultation and engagement reflects a sound understanding of the political, economic and social drivers within which programmes, projects and policies exist. We combine our unique insight into the political landscape with an appreciation for community sentiment, to ensure engagement programmes are targeted, strategic and catered to client needs. Facilitating strategic thinking and decision making
We help clients implement programmes, projects, policies, strategies and service delivery models, all in support of collaborative decision-making. We bring people together with the intention of exploring interests and issues, developing and assessing solutions, and / or making timely and lasting decisions. Our team have a strong background in policy, management consultancy, environment, infrastructure, housing, health and disability.
We offer a certification in consultation via The Consultation Institute: giving you the high-level framework to think about everything from setting appropriate consultation objectives to undertaking a stakeholder mapping exercise.
Our comprehensive consultation and engagement solutions support many public, private and third sector organisations.
We have helped clients consult as part of their business planning process; we’ve helped others consult due to regulatory requirements, to develop a community engagement strategy or to take a view on future customer service levels.
Each of our team members has worked on a number of assignments across a broad range of markets in recent years, even before TCIe: Environment, Planning, Infrastructure, Healthcare, Disability, Education, Conflict Resolution, Corporate Organisations and Government, among others.

Victoria Oliveira
Co-Founder, Non-Executive Director
Victoria’s passion for best practice community and stakeholder engagement began in her early twenties after spending seven years in Sydney, Australia, working alongside world-class industry experts. This passion led her to earn an MBA with Distinction from the University of Ulster, where she was awarded the Confederation of British Industry (CBI) prize for developing a best practice consultation framework for Nationally Significant Infrastructure projects. In 2014, she became an Associate of the Consultation Institute and co-founded TCI Engagement in 2015. After successfully co-building the business, Victoria has shifted her focus to other opportunities, including a Head of Strategic Engagement role in the third sector and guest lecturing at Queens University, Belfast, while remaining a Non-Executive Director at TCIe. Her wealth of experience includes work with clients like Sydney Water, Rio Tinto, EirGrid, and CCEA. Her strategic insight and deep expertise in engagement practices continue to shape her impactful work. Outside of her professional endeavours, Victoria is a passionate pianist, photographer, and yoga enthusiast. She’s also a busy mother of two children, and a pet-loving owner of a dog and a cat.

Quintin Oliver
Co-Founder, Director
Quintin is a successful serial social entrepreneur having helped set up and develop many initiatives over four decades, from the European Youth Forum and Neighbourhood Energy Action (NEA) in the 70s, through Clydeside Action on Asbestos and the Northern Ireland Council for Voluntary Action (NICVA) in the 80s, the ‘YES Campaign’ for the N. Ireland referendum on the Good Friday (Belfast) Agreement. He serves as head of the International secretariat for the Helsinki Iraq project, taking Iraqi leaders to a forest in Finland, and advising on progress in Iraq itself. The common thread through all his activities is a search for social justice, change and a more participative democratic society, which is where consultation fits in, as a vehicle for active citizen engagement and a responsive state. He chairs the Consultation Institute Board, and keeps his hand in as trainer, facilitator and consultant on special projects across the UK and Ireland. Quintin lives and works in Belfast, N. Ireland.

Kathy Graham
Non-Executive Director
Kathy is a PR and media-savvy communicator. She is experienced in supporting, advising and influencing a wide range of people to achieve positive change. Possessing a MSc in Occupational Psychology, Kathy is highly experienced in transformational change, stakeholder engagement, strategic development and public policy with a career spanning 20 years working with public, private, community and voluntary organisations. Projects and programmes of work have included water policy reform and financial inclusion in NI; the design and development of a GP led substance misuse treatment model for a Primary Care Trust in England; and, stakeholder engagement for the Public Health Agency on service delivery under the Protect Life 2 Strategy. Kathy has been an Associate with the Consultation Institute since 2017 and has achieved advanced CPD accreditation. She also holds a number of non-Executive Board positions and public appointments. Kathy spends her spare time being soccer mum to two boys and either running the roads and beaches of Mourne or walking her energic Labrador puppy on them.
